This is the core vision, maybe a fantasy, maybe an impossibility, but that is the integrating frame -- a straight line from top to bottom that integrates everything in-between, or helps facilitate or guide its negotiated relationships.

This is a "guideline", a principle of navigation to guide convergence. We want to "come to common center" across all levels and scales and processes and domains -- which is enormously and impossibly complex -- but this principle is the north star that steers every particular process and every local action and decision towards common optimality.
